feat: avoid resetting next to main when dev is ahead of main
All checks were successful
Rust / build (push) Successful in 1m26s
ci/woodpecker/push/cron-docker-builder Pipeline was successful
ci/woodpecker/push/tag-created Pipeline was successful
ci/woodpecker/push/push-next Pipeline was successful

When dev is not based on next, next is reset to main, however, it should
reset to the next commit towards dev when when is ahead of main.

Closes kemitix/git-next#111
