build: switch to forgejo actions
- Replace the woodpecker config with forgejo actions. - Add issue number to TODOs to pass CI check - Remove special clang/mold linker commands - Remove docker builder - Add lints.rust.unexoected_cfgs to allo tarpaulin_include
